Kage are the strongest shinobi in Naruto. They are respected for their fighting abilities, intelligence, and leadership abilities. The Hokage is a very prominent figure in the shinobi world, considering that the first Hokage founded the first ninja village.
A Kage leads every major shinobi village, be it the Hokage, Mizukage, Raikage, Kazekage, or Tsuchikage. Only the strongest and most skilled ninja can become Kage, but they must also be great leaders with a tactical mind.

No Kage Wants to Help Rain Village
In the past, major nations fought wars over the country that housed the Hidden Rain Village, and each war devastated the area, leaving hundreds of civilians orphaned, displaced, and killed. Each of these wars eventually ended, and the country was forced to rebuild everything.
Neither of the Kage helps the countries they help destroy, which is terrible, but also makes no sense since providing assistance secures allies who can assist in future conflicts.

Nobody aspires to become Kazekage
Many ninja dream of becoming Kage, including the ninja from Sand Village, which is odd since the title of Kazekage is basically cursed. So far, there have been five Kazekage in total, and the assassins have killed each one of them.
Gaara was technically killed by Akatsuki, while his father was betrayed and killed by Orochimaru. The Third Kazekage was killed by Sasori, and the First and Second Kazekage were killed by assassins. Given this trend, Kazekage is the most dangerous title in the world.
The Mizukage’s obsession
Women often struggle to gain an important role in society, and that’s especially true for the Kage. Very few Kage are women, further upsetting fans that the Mizukage was obsessed with marriage.
It’s a bad character trait, and it doesn’t make any sense. A woman as strong and beautiful as the Mizukage would have men lining up just for the chance to be with her. The idea that she can’t find a man is absurd when the people in her village love and adore her.
The Third Hokage Lets Villagers Bully Naruto
In the first season of Naruto, fans loved the Third Hokage. It was clear he cared deeply for his village, which made his death all the more tragic. However, by the end of the series, it is clear that he isn’t all that great at being Hokage, especially when it comes to taking care of Naruto.
Naruto’s father, Minato, wanted the village to see Naruto as a hero, but instead he was treated like a monster, and the Third Hokage did nothing to stop that. He also left Naruto to raise himself, which made no sense, considering he was the son of the former Hokage.
Tag Team Raikage Doesn’t Make Sense Too
During a flashback featuring the Raikage and Killer Bee, fans were able to get an idea of the differences between Killer Bee and Naruto Village including the fact that each Raikage was assigned a tag teammate to fight in battle with. The idea makes a lot of sense, but the execution doesn’t.
During the flashback, all of the tag-team candidates were children, which is odd, considering the Raikage were all adult shinobi. It’s no wonder all the candidates failed to measure up to the Raikage’s strength when they tried to match that of an adult.
The Tsuchikage’s Earth Technique is Too Strong
The Tsuchikage’s particle style and earth style moves proved very useful during the Fourth Great Ninja War. He helped transport the turtle island that hid Naruto and Killer Bee. Plus thanks to him, the shinobi army was able to fight against the previous Tsuchikage.
The Tsuchikage even withstood Madara’s meteor attack. However, for many fans, this feat is far more unbelievable. He might be able to lighten the weight of the earth, but stopping a planet-sized boulder from hitting a fellow shinobi shouldn’t be possible, even if he had Gaara’s help. Kakashi Doesn’t Fit To Be Hokage
Kakashi is one of the strongest shinobi in Konoha and his reputation as a shinobi has earned him a good reputation among the other villages. On paper, she would be the perfect successor for Tsunade, but her personality actually doesn’t fit the role.
The Hokage are meant to protect the village, meaning they are not allowed to leave the village. Kakashi is a proactive shinobi, so staying on the sidelines while his comrades fight doesn’t suit him. He may have the ability to become Hokage, but he is the type of person who likes to go on missions with his fellow shinobi.
